The genre of the last two Captain America movies was ‘corridors-of-power conspiracy thriller’. This follows suit with less spirit.

This movie cannot settle down and be what it needs to be in the moment. It is trying to tie back to movies you don't like and don't remember.

It's pretty action-packed and kind of engaging, particularly if you know what's going on -- but you do have to know what's going on. You need to have seen all the other movies.

It may not be especially brave or new, but it’s fun.
