Writer B.J. Nelson has skillfully combined plot elements and situations which draw from the best of westerns and anti-Establishment cop films.

All of these people are thrown together into a plot that is, of course, essentially meaningless. But the movie respects the plot, and keeps it moving, and a lot of excitement is generated.

Let's face it, this is nothing more than a formula action picture which should've had the brains to dispense with all the dumb boring "social relevance" sub-plots and get on with the big, loud guns and bone-cracking kung-fu.

The macho modern-day cowboy character played by Norris should appeal to men who just love him shirtless in a shoot-out.
